The coordinates are for the S. Carolina side of the bridge where you can also find the Chatooga River Trail Head. It is currently illegal to float this section of the River, upstream of Hwy 28.

The designated section of the Chattooga River flows through three states and the Ellicott Rock Wilderness for a total of 56.9 miles.

The Chattooga River Trail is a forty mile route that borders the states of North Carolina, South Carolina, and Georgia and follows the banks of the Chattooga National Wild And Scenic River from Burrell's Ford to US 76. (visit link)
